Institutions have an extremely strong influence on the process of recovery and independence of people with disabilities, and their formal rules inevitably determine the direction of the process of developing independence and autonomy. In addition to these formal constraints, experience shows discrepancies between the formal institutional framework and its actual implementation, which represents another level of limitation. Neither the formal nor the implementation forms necessarily correspond to the needs of the users, which creates a third level of limitation. The gap between formal regulations and their implementation, as well as between implementation and individual needs, often has "fatal" consequences for the lives of people with disabilities. This results in the need for guidelines for more effective treatment that takes into account the specific needs of individuals in their specific context while redefining the rules of practice, rather than well-intentioned and generally uniform approaches.
