Razvoj migracijskih politika u srednjoistočnoeuropskim zemljama članicama Europske unije

U radu se daje komparativni prikaz migracijskih politika, politika azila, radnih migracija i politika integracije imigranata u četiri srednjoistočnoeuropske zemlje: Mađarskoj, Slovačkoj, Češkoj i Poljskoj. Prije pridruživanja Europskoj uniji od srednjoistočnoeuropskih zemalja očekivalo se da ispune određene uvjete za područje migracija. To se odnosilo na jačanje graničnih kontrola, uvođenje i primjenjivanje strožih viznih i politika azila. Uza sličnosti, radom se želi upozoriti na specifičnosti migracijskih politika u analiziranim zemljama proizašlih iz različitih oblika migracija te povijesnih i društvenih osobitosti. Također se želi istaknuti da rezultati provođenja određene migracijske politike ovise o mjerama, koje mogu biti programske i sustavne te donesene dugoročno ili ad hoc – kratkoročni odgovor na određeni migracijski problem. Odgovori srednjoistočnoeuropskih zemalja na veličinu i raznolikost imigrantske populacije i dalje su čvrsto utemeljeni na ideji nacije kao zamišljene zajednice. Stoga je u manjoj ili većoj mjeri u tim zemljama donošenje migracijskih zakona povezano sa shvaćanjem nacionalne države. Većina zakona o državljanstvu olakšava stjecanje prava na državljanstvo imigrantima koji potječu iz srednjoistočnoeuropskih zemalja Europske unije, dok je ostalima to pravo, ali i neka druga prava znatno teže ostvariti.

      • The paper presents a comparative overview of migration policies, asylum policies, labour migration and integration policies for immigrants in four Central-East European countries: Hungary, Slovakia, the Czech Republic and Poland. Before joining the European Union, Central-East European countries were expected to fulfil specific conditions in the sphere of migration. These pertained to strengthening border control and the introduction and application of stricter visa regimes and asylum policies. Besides noting similarities, the paper wishes to point out the specificities of migration policies in the analysed countries, specificities that resulted from different forms of migration and different historical and social characteristics. Likewise, the paper aims to stress that the results of implementing a specific migration policy depend on measures that can be part of a programme and systematic and adopted in the long-term or ad hoc – as a shortterm response to a specific migration problem. The responses of Central-East European countries to the scope and diversity of immigrant populations is still firmly based on the idea of the nation as an imagined community. Therefore, more or less, the adoption of migration laws in these countries is still associated with concepts of the nation-state. Most citizenship laws facilitate the naturalisation of immigrants from Central-East member countries of the European Union, whereas the naturalisation of other immigrants, as well as the realisation of some other rights, is much more difficult to realise.
      • U radu se daje komparativni prikaz migracijskih politika, politika azila, radnih migracija i politika integracije imigranata u četiri srednjoistočnoeuropske zemlje: Mađarskoj, Slovačkoj, Češkoj i Poljskoj. Prije pridruživanja Europskoj uniji od srednjoistočnoeuropskih zemalja očekivalo se da ispune određene uvjete za područje migracija.
