Prispevek analizira razvoj pojmovanja narodnih manjšin in pristope k identifikaciji manjšin, ki so upravičene do posebnega varstva. S pomočjo obširne analize različnih primarnih virov prispevek obravnava razumevanje manjšin od obdobja Društva narodov do vključno sedanjega režima za varstvo narodnih manjšin, in sicer na podlagi analize treh načinov opredeljevanja manjšin iz tega obdobja, ki so v prispevku opredeljeni kot pravni, normativni in implementacijski. Prispevek pokaže, prvič, da se je sčasoma kljub odsotnosti konsenzualne definicije manjšin utrdilo prepričanje, da je za identifikacijo manjšin potreben obstoj objektivno različnih skupnosti ter volja njihovih članov, da ohranjajo svojo posebno identiteto, hkrati pa samo priznanje obstoja manjšine nima konstitutivnega pomena – torej obstoj manjšine ni odvisen od njenega priznanja. In drugič, da se je pojmovanje manjšin na mednarodni ravni razvijalo tako, da razumevanje upravičencev do varstva manjšin v veliki meri presega tradicionalno pojmovanje narodnih manjšin kot zgodovinskih, ozemeljsko strnjenih skupnosti, ki so trdno (z državljanstvom) in dolgotrajno povezane z državo, v kateri njihovi pripadniki živijo. Takšno razumevanje posledično vpliva na varstvo manjšin v praksi.
