Although the beginnings of the development of the administrative court system date far back into the Middle Ages, the final structure was established in Austria- Hungary in 1873 and was later adopted by the State of the Slovenes, Croats and Serbs, i.e. the future Kingdom of Yugoslavia. In 1922, the Kingdom of Yugoslavia established its administrative court with only some minor alterations to the previous system. Each region, later termed "banovina", received its own administrative court. In Slovenia, the Administrative Court in Celje was established as the court of highest jurisdiction, which operated until 1941. After the war, the court was not reestablished. Its fond is not catalogued and is very badly preserved. It is kept by the Historical Archive of Celje.
