After capitulation of Italy, the German occupier had found himself in new circumstances. Because of lack of forces and fact, that partisan army grew strong strongly, German command decided for change of tactics and combat against partisans. German occupier started to use better units, which managed to hold balance with partisans because of special characteristics. Besides that, they allowed establishment of battalions of Slovenian homeguard, which were achieving large successes in the region of Dolenjska and Notranjska. At the end of year in 1944 even partisans decided to establish small attacking and well armed units. All those units were best among all, that individual sides had them per will and they deserved mark »elite« which based on different criteria: because of recruitment and structure of manpower, training, armament, large successes and small losses in comparison to adversary.
