With the adoption of the October diploma in 1860, and of the February patent in 1861 constitutional life began in Austria. But the principles of constitutional democracy were very slow!y piercing into life. A clear reflection of that fact is the activity of the police in Ljubljana, their duties, reports and measures were actually identical with those in the preceding period of the so-cal led Bach's absolutism. If the delegates in the provincial assembly spoke with disrespect of the previous period of absolutism, the great majority of people, at least in the initial period, did not understand what was to have been so specially new with the acceptance of the constitution - the taxes were pressing just the same, as well did the police.

      • S sprejetjem oktobrske diplome leta 1860 in februarskega patenta leta 1861 se v Avstriji začne ustavno življenje. Toda načela ustavne demokracije so se le počasi prebijala v življenje. Lep odraz tega je delovanje policije v Ljubljani saj so bile njene naloge, poročila in ukrepi pravzaprav enaki kot v prejšnji dobi t.i. Bachovega absolutizma. Če so poslanci v deželnem zboru s prezirom govorili o prejšnji dobi absolutizma, velika večina ljudi vsaj v začetni dobi ni razumela, kaj naj bi bilo tako posebno novega s sprejetjem ustave - davki so pritiskali po starem, policija pa prav tako.
