Already in 1869 the Town-council of Ljubljana — because of displeasure of pedestrians — prohibited cycling through the streets of Ljubljana. We find regulations for bike riders in the »Official Istructions for Constables of the Provincial capital Ljubljana« from 1891. On town council meeting on 7th July 1896 »Cycling Regulations for the town of Ljubljana« were accepted but in expectation of higher normatives not confirmed. In may 1897 the police commissioner made a new plan for cycling regulations on basis of the »Cycling orders for Carniola« and considering »Cycling orders for Lower Austria«. The police department at that time worked on the Traffic police orders for the provincial capital Ljubljana“ and thus included »bike riding« into the mentioned regulations, which were accepted on the 10th September 1897 on the Communal council. Cycling normatives thus found their permanent place in juridical regulations of the town autonomy.
